CommentRem.: According to Jiang Zonglu’s postface, the work originated in recommendations that Jiang had sent to him when he was appointed a county magistrate in 1539. Zonglu allowed some of his friends to make manuscript copies, but none have survived. In 1559 Zonglu and his own sons edited the entire text and divided the recommendations into separate items; Zonglu’s colophon must be from this year since he signed as Henan anchashi, a post he occupied only in 1559. In 1560 he was able to prevail upon the retired Grand Secretary Xu Jie (1503-1583) to write a preface and had the work “printed for transmission in his family” (刻為家傳). He mentioned it as an invaluable guide during his own career. The 73 entries are organized into five parts, which correspond to the standard format of magistrate handbooks. The first, entitled jinshi 謹始 (being cautious at the begining), deals with the attitude to maintain and the measures to take on arrival in office. Part Two, zhiji 治己 (to rule oneself), is on the private and public behavior of the magistrate. Part Three, churen 處人 (dealing with people), discusses the magistrate’s behavior with his colleagues and the gentry. Part Four, yuxia 御下, is on controlling one’s collaborators and the yamen personnel. Part Five, zhiti 治體, the longest by far, discusses in some detail the technical aspects of government, including the organization of work at the yamen, maintenance of order, the administration of justice, taxes and corvée, and so forth.
